ORGANIZATIONAL CHANGE MANAGER

CLIENT: STATE OF FLORIDA, DEPARTMENT OF CHILDREN AND FAMILIES

LOCATION: ONSITE WITH NO EXCEPTIONS, TALLAHASSEE, FLORIDA

TERM: ASAP-6/30/2024 WITH RENEWAL YEARS ELIGIBILITY 

OVERVIEW
 The Department of Children and Families (the "Department" or "DCF") is seeking qualified consultants to manage and provide Organizational Change Management (OCM) services and assist the Office of Information Technology (OITS) and the Office of Substance Abuse and Mental Health (SAMH) implement a new, Electronic Health Record (EHR) system in the following three State Mental Health Treatment Facilities (SMHTFs).

Florida State Hospital (FSH),

  Northeast Florida State Hospital (NEFSH), 

North Florida Evaluation and Treatment facility (NFETC)  DCF anticipates extensive OCM will be required during this project and is seeking staff with knowledge and experience implementing OCM within a healthcare setting. 

BACKGROUND
 The Department is in the process of implementing an EHR at the three SMHTFs in three phases. The SMHTFs do not have an EHR in place today and have been managing their clinical and administrative processes predominately on paper.  The Department has selected an EHR System Integrator (SI) vendor to implement the solution and an Independent Verification and Validation (IV&V) vendor to help ensure our success. The EHR SI vendor will establish an OCM Plan for the project.  The selected OCM consultant will help execute and improve the plan during the life of the project.  The project will be implemented in three phases between calendar years 2023 2026 as illustrated in the following diagram.   

Phase 1
  SMHTF EHR implementation begins with the first hospital. FSH is the largest and most complex of the three SMHTFs in this implementation. The Phase 1 plan is to implement and configure the EHR and then turn on the full system throughout FSH and have all staff begin using the system at the same time. Known as the Big Bang approach this will ensure that none of the staff are left behind, that all functions are implemented, tested, and deployed and that the system works end-to-end so that no part of patient care is affected by the change over from paper to digital system. It should also be noted that while the implementation for FSH will be started in Phase 1, the Department estimates, complete deployment of the solution at FSH will occur before the end of August 2024. 

Phase 2
  Full implementation of the EHR solution and all modules, including Pharmacy, at NEFSH.  

Phase 3
  Full implementation of the EHR solution and all modules, including Pharmacy, at NFETC.   Maintenance and Operation (M&O) services will be provided at each facility as each phase is completed.  3. PRIMARY JOB DUTIES AND

MINIMUM QUALIFICATIONS
 Candidates must satisfy the following requirements to be considered qualified for this position:

3.1.1. Five or more years of experience performing organizational change management

3.1.2. Three or more years of experience performing stakeholder management

3.1.3. Three or more years of experience performing OCM communication management 

REQUIRED DUTIES AND TASKS
 The following are the primary duties and tasks the OCM consultant will be required to perform.  Other duties may be assigned based on the needs of the project. 

3.2.1. Conduct project stakeholder analysis and assess change readiness

3.2.2. Establish and integrate organizational change strategies to drive successful user adoption

3.2.3. Establish KPIs designed to objectively measure the effectiveness of OCM activities

3.2.4. Plan and execute integrated program OCM activities

3.2.5. Plan and execute communication activities (e.g., emails, posters, staff presentations, stakeholder meetings, etc.) designed to inform and gather feedback.

3.2.6. Produce reports and dashboards that outline the scope and effectiveness of OCM activities

3.2.7. Develop communication strategies for maintaining a positive perception of EHR project among stakeholders and sister agencies

3.2.8. Assist with the design and implementation of training activities designed to drive successful user adoption

3.2.9. Provide coaching and assistance to hospital staff as they adopt changes

3.2.10. Analyze the adoption of change within the organization, identify potential barriers, and implement solutions

3.2.11. Provide input and support planning and prioritization for business process engineering related activities

3.2.12. Identify technical problems and develop solutions in relation to the current, as well as the future business environment, and suggest plans to integrate new and existing processes.

3.2.13. Assist with the evaluation of potential solutions to issues identified during the project

3.2.14. Participate in the design and evaluation of the SI vendors deliverables

3.2.15. Liaise with stakeholder managers to ensure adequate response to stakeholder inquiries and proper coordination across disciplines

3.2.16. Ensure the project stakeholder engagement approach is recorded and properly executed

3.2.17. Attend meetings to present suggestions to establish new, or improve existing, stakeholder engagement strategies

3.2.18. Plan, schedule, facilitate, and document meeting

 The submitted candidate(s) must be able to apply common knowledge, skills, and abilities in the following areas:  

4.1. Skilled at dissecting problems and suggesting solutions. Includes complex systems process analysis, design, and simulation.

4.2. Skilled at optimizing of business unit performance by enhancing the alignment between business processes and information technology

4.3. Ability to communicate business information effectively and in writing to users and information technology personnel

4.4. Ability to establish and maintain effective working relationships with others

4.5. Ability to present ideas in business-friendly and user-friendly language

4.6. Exceptionally self-motivated and directed

4.7. Superior analytical and problem-solving skills

4.8. Excellent written and oral communication skills

4.9. Excellent interpersonal skills 

Preference will be given to candidates that have:

4.10. Experience working with EHR systems

4.11. Experience working in a healthcare setting
