Description :

This IT Portfolio Manager role is to coordinate and oversee the delivery of all Advice technology-related business programs and digital transformation change programs. This includes managing a standard lifecycle methodology across IT and ensuring that a strong level of governance is in place. The role is ultimately accountable for the achievement of portfolio-related metrics in the areas of cost, scope, schedule, and quality. Another key aspect of the role is to coach the product team on Agile and best practices utilization, standardizing the process management practices, and employing a process-centric approach in driving continuous improvement initiatives.

Major responsibilities include playing a Solution Train Engineer role and facilitate the major events and processes, and assist the teams in delivering value. Communicate with stakeholders, escalate impediments, help manage risk, and drive relentless improvement. Facilitates and guides the work of all Solution Trains, Agile Release Trains, and Suppliers.

Job Responsibilities:

Manage and optimize the flow of value through the Solution Trains using various tools, such as the Solution Kanbans.
Establish and communicate the annual calendars for Solution Backlogs, Solution Kanbans, Solution Trains, Solution Demos, and Program Increments (PIs).
Facilitate Solution Planning and PI Planning readiness via fostering the preparation of Vision and Backlogs, and via Pre- and Post-PI Planning meetings.
Facilitate the Solution Planning and PI Planning event.
Aggregate into Solution PI Objectives, Program PI Objectives, and Team PI Objectives (and publish them for visibility and transparency).
Aggregate program PI objectives into Solution PI Objectives (the STE) and publish them for visibility and transparency.
Assist with execution and Capability and Capability-Enablers completion tracking.
Facilitate periodic synchronization meetings, including the Solution Train and Agile Release Train synchronization at the value stream sync for Large Solution Level and Program Level.
Assist with economic decision-making by facilitating Capability and Capability-Enablers estimation by teams and the roll-up to Epics, where necessary.
Coach leaders, other Solution Train Engineers, Release Train Engineers, and Scrum Masters in Lean-Agile practices and mindsets.
Coordinate with the ePMO to align on common approaches to project and portfolio management.
Help manage risks and dependencies.
Escalate and track impediments.
Provide input on resourcing to address critical bottlenecks.
Encourage collaboration between Solution and System Architects/Engineering and Agile Teams.
Work with Solution and Product Management, Product Owners, and other stakeholders to help ensure strategy and execution alignment.
Help drive the Lean User Experience (UX) innovation cycle.
Report status to Lean Portfolio Management (LPM) and support related activities.
Understand and operate within Lean Budgets.
Facilitate Solution Demos and System Demos.
Drive relentless improvement via Inspect and Adapt workshops; assess the agility level of the Solution Train, Agile Release Train, and Agile Teams help improve lean and agile thinking.
Foster Communities of Practice and the use of engineering and Built-in Quality practices.
Work closely with stakeholders in the business units and group functions to gather, document, and validate business requirements for new technology projects & programs.
Manage the project intake process for the IT portfolio ensuring projects are only approved to proceed once the relevant stage gate criteria have been met.
Work with the IT development teams and delivery consultants/ contractors to ensure the technical specifications for new technology projects are completed.
Work with the executive team to ensure process owners are in place for all business processes.
Identify and prioritize process improvement projects.
Ensure all projects have the necessary functional requirement specifications documented.
Produce regular portfolio summary reports to IT management and executive leadership.
Maintain and track large program plans to ensure inter-dependencies between projects and programs are well managed.
Control and monitor the financial performance of all projects.
Ensure the optimal methodology (Agile/Waterfall/Hybrid) is utilized for each project in the Portfolio.
Job Requirements:

Bachelors degree in Management Information Systems, Computer Sciences, or related field from an accredited university or equivalent work experience
Minimum of 10+ years of IT experience with a minimum of five years in a Portfolio/Program management position.
SAFe Certified preferred
Good working knowledge of both Agile methodologies.
Experienced in managing a large portfolio of interdependent IT projects.
Ability to analyze and document complex business processes.
Ability to gather and interpret relevant data and information.
Ability to make effective decisions under pressure.
Strong partnering skills by building effective relationships with business leaders along with the ability to deliver executive-level presentations, briefings, and summaries.
Time management skills with the ability to prioritize.
Good organization and planning skills with very high attention to detail.
Excellent analytical and problem-solving capabilities.
Ability to lead and influence without direct authority along with team facilitation skills.
Program, project, and change management skills.
Strong verbal and written communication skills.
Preferred
Knowledge of the principles and practices of business organization and management.
Knowledge of the organization and functions of an information technology business operation
Ability to research, analyze, make recommendations, and evaluate technical requirements, functions, processes, and code to improve software development and facilitate the development of software solutions.
Ability to express and present ideas effectively orally and in writing.
Must be highly proficient in problem solving and have strong organizational and analytical skills.
Ability to interface/communicate professionally with management and other employees.
Ability to work in a fast-paced, high-pressure environment.
Ability to handle and meet multiple deadlines and priorities.
