The
              Department requires these staff augmentation services for
              the development of the Divisions new UPMIS, a JAVA
              application that collects, compiles, and reports the State
              of Florida unclaimed properties. UPMIS provides a
              web-based environment for the public to view and file
              claim for an unclaimed property. UPMIS was developed and
              then implemented in January 2005 and has been maintained
              since then. The Contractor will assist the OIT in
              developing a multiyear project to refactor and modernize
              the current UPMIS application, moving away from JAVA to a
              .NET platform with a responsive design presentation layer.

Contractor
              Responsibilities. a. Applications Development Analyst Task
              List The Contractor, through the Applications Development
              Analyst(s) it provides, shall perform the following tasks
              as necessary to complete work assigned by the Departments
              Contract Manager:

1) New
              application development with technologies including .NET
              Visual Studios, Integrated Development Environment (IDE),
              Oracle, and MS/SQL Server relational databases.

2) Work with
              the OIT staff to gather and document business
              requirements.

3) Develop
              web applications with responsive design in technologies
              such as AngularJS and React.

4) Develop
              and enhance project and technical documentation.

5) Mentor
              OIT staff in .NET development skills.

6) Mentor
              OIT staff in responsive design technology.

7) Provide
              system analysis, design, and programming support.

8) Provide
              implementation support for applications.

9) Transfer
              the knowledge necessary to maintain applications worked
              on, including related technical knowledge, to OIT staff
