Job Title Technical Writer Level 3/Communication Specialist Location Washington DC Duration 6 months /Contract To Hire JOB DESCRIPTION USC/GC Remote role Technical Writer Level 3/Communication Specialist (Background information/Scope of Services) This resource will be responsible for the daily operations of supporting WMATA job functions in the Architecture team to lead the Communications and Organizational Change Management (OCM). This resource will be responsible for developing, implementing, and communicating strategies and key messages in clear and concise language using a variety of communication tactics. Research, write, edit and measure all types of communication materials. Communications should be clear, cohesive, complete, concise, and concrete Job Description(s) Job Category Duties/Responsibilities Master Contract: WITSS Functional Area: IT Systems & Software Labor Category 1.35: Technical Writer Level 3 Major Duties and Responsibilities: Communications Collaborates with internal and external groups to formulate change management plans and activities to support new projects and releases. Develops, implements, and communicates strategies and key messages in clear and concise language using a variety of communication tactics. Research, write, edit and measure all types of communication materials. Ensure internal/external communications are integrated. Establish and continually review best practice guidelines for communication and engagement. Manage evolving communication governance approach and process. Plan and coordinate cross company information sharing via weekly, monthly and quarterly communications forum; Create, edit, and design communications and document content. Update and enhance documentation, adhering to WMATA's format and style guidelines. Ensure content is accurate when completed; and Recommend options for effective communication with various audiences. Change Management Apply a change management process and tools to create a strategy to support and adoption of the changes required by a project or initiative. Conduct impact analyses, assess change readiness, and identify key stakeholders. Integrate change management activities into project plan. Training Responsible for updating training material based on new projects and releases. Education Bachelor's degree in Journalism, English, communications, or comparable field Must have minimum experience Minimum of eight (8) or more years of relevant experience Experience Minimum Requirements: Requires a Bachelor's degree in Journalism, English, communications, or comparable field. Master's preferred. Professional certifications a plus. 5+ years professional experience in corporate, agency or public-sector communications role. Excellent writing, editing, oral communications, communications planning, issues and project management skills. Able to communicate complex technical information in a clear and concise manner to technical and non-technical audience. Ability to develop and maintain collaborative business relationships. Ability to interact with all levels of the organization. Comprehensive technical knowledge and understanding. Demonstrated understanding of organizational change management and company's organizational operations. Ability to perform in a very fast paced environment. Experience in all phases of Application Life Cycle Management, including systems analysis, design, coding, testing, debugging, execution, and maintenance; Knowledge and experience of IT basics, such as operating system installation, ghosting/imaging, network troubleshooting, and the ability to analyze and troubleshoot operating system error logs. Proficiency in MS Word. Experience in technical writing with IT, financial, or scientific content. Experience with image editing software and facility using screen-capture and animation tools. and other technologies for producing graphical and e-learning content; Ability to communicate effectively both orally and in writing to technical as well as non-technical audiences. Preferred Qualifications: Experience leading communications activities for organizational IT initiatives Strong relationship management and consulting skills which results in proven ability to quickly earn the trust of sponsors and key stakeholders, mobilize and motivate teams. Creation, maintenance, and alignment of the IT story to the evolving IT strategy, including a strategic narrative, key message map, talking points and executive-level narratives or presentations. Translate complex ideas and messages into audience-specific narrative- style or presentation-style materials that are easily understood across different levels of the organization, including executives, town halls or all associates Sense the needs and develop materials to align department and program leadership with change and communication activities.
