IN ORDER TO BE SUBMITTED, CANDIDATE MUST TAKE AND PASS GLIDER TEST. JOB SUMMARY: Assists in ensuring the quality of the operations by monitoring the various regulatory programs, identifying areas at risk and/or in need of improvement, and working with Quality Assurance management to develop long-term program improvements. JOB RESPONSIBILITIES: Works under the supervision of Director-Quality Assurance, and at times independently, to monitor existing programs, identify and analyze issues, develop solutions to problems and recommend changes to current policies and procedures. Under the direction of senior Quality Assurance staff, and at times independently, contacts and interfaces with Member Regulation staff including Assistant and Associate Directors. Under the direction of Director-Quality Assurance or Peer Review Manager, designs and implements qualitative Peer Reviews of District Office regulatory programs. Supervises and manages teams of District Office supervisors and senior examiners; discusses specific observations, often of a sensitive or proprietary nature, with District Directors. Develops findings and recommendations to improve the quality, effectiveness and efficiency of District Office administered regulatory programs. Conducts periodic audits of information contained in STAR, EET and other sources to ensure integrity of data and assist with development of progress/status reports to executive management and Boards. Monitors and maintains databases reflecting comments of SEC oversight examinations of the District Offices. Monitors and maintains database reflecting the status of Internal Audit recommendations. Monitors and maintains substantive regulatory guidance on Member Regulation web page. Conducts periodic reporting of statistical information on programs, details of activities performed, and time allocated to activities and results; such information is often of a sensitive or proprietary nature. Working independently, performs substantive technical analysis of those reports to identify trends and maximize resource utilization. Monitors progress on the Quality Assurance programs, independently analyzes data derived from that program and creates reports identifying issues of significant importance. Analyzes documents and prepares presentations in response to oversight requests from the SEC and IA. Responsible for insuring compliance with Member Regulation document production protocols in complying with requests from IR and SEC. Other duties as assigned by management. JOB REQUIREMENTS/EXPERIENCE: Bachelors degree in a related field and a minimum of 5 years regulatory experience in FINRA or the securities industry. Advanced degree, such as MBA is preferred. Specific knowledge of FINRAs Conduct Rules, District Office regulatory programs, Member Regulation policies and procedures and Member Regulation technology systems is a must. Excellent verbal and written communication skills are essential, as is the ability to work independently with little or no supervision. Superb organization skills are also necessary. Strong analytical skills and familiarity with Excel, PowerPoint, Impromptu, Word, and Access are required. Ability to ensure the confidentiality of sensitive or proprietary information.
