Texas Education Agency requires the services of 1 Program Manager 3, hereafter referred to as Candidate(s), who meets the general qualifications of Program Manager 3, Project Management and the specifications outlined in this document for the Texas Education Agency. Worker will perform highly complex (senior-level) state-wide school finance funding formula calculation and modeling work. Worker will analyze and model the impact of proposed changes to the school finance system and legislation proposed by the 88th Legislature. Worker will utilize and update existing Oracle database SAS code models. Worker will collaborate with the Foundation School Program (FSP) Information Technology (IT) development team and School Finance development team on FSP calculations and Available School Fund (ASF) SAS code changes as requested. Worker will recommend FSP and ASF calculation code including any new legislative requirements. Worker will document and explain changes to methodologies in code changes. Worker will support the design, development, delivery and management of legislative inquiries and projections of state-wide school finance formulas. Worker reviews others work, including analysis and modeling for legislative fiscal notes, and providing technical advice to the TEA stakeholders on methodologies for costing out school finance bills. Worker will provide cost estimates for complex, high profile programs and projects, specifically related to the Teacher Vacancy Task Force, Special Education Task Force, and the Virtual Education Task Force. Worker will train and support the development of junior analysts and modelers. Position requires worker to be a problem solver with great attention to detail, can work with little supervision, multi-task, and learn quickly. Background check required.
