candidate have state experience that would be preferred

Note: This position is a Data Architect with
experience in Snowflake, Talend, and Power BI, as well as Cloud-based Data
Warehouses. They need to have State/Fed gov't experience including knowledge of
security and compliance on programs such as FedRAMP, SOC2, GDPR, etc.).
Experience in judicial/court operations is a big plus. Some minimal travel may
be required to Sacramento, but travel expenses (mileage) is reimbursable. The
candidate will need to complete some paperwork, as well as providing their own
phone and laptop for work. Initial interviews are remote, if secondary
interviews are needed, they may be onsite.

The anticipated start date is May 19th, so if they still
have a couple months left on the project, that is OK! This is a 3 year project.

The Data Architect will work within the Research, Analytics,
and Data (RAD) office to evaluate the end-to-end experience of the platforms
data pipeline from case management system to insight intended to drive key
business decisions. The Data Architect will recommend alternative
configurations of people, process, and technology to improve efficiency,
accuracy, and usefulness of data made available in the data warehouse. 
This is a new consultant request.

Minimum Job-Specific Skills/Qualifications Required
(in order of relative importance):          

Extensive experience with architecture and technologies to
support cloud-based data warehouses.

Technical project management and documentation skills.

Ability to analyze issues from system documentation and
recommend solutions.

Experience managing technical projects, including conflict
resolution, issue escalations, status reporting and resource management.

Experience creating policy or governance documents.

Excellent oral, written, analytical and communication skills
with the ability to lead a technical discussion with technical and
non-technical staff.

Excellent analytical, verbal, and conflict resolution
skills.

Experience leading cross-functional teams.

Data dashboard design.

Understanding of data automation and data pipelines.

Additional Skills/Qualifications Desired: 

Understanding of courtroom operations and workflow.

Experience in government (State) setting.

A technical understanding of tenancy in a cloud-based data
warehouse.

Experience with Snowflake, Talend, and PowerBi. 

Excellent presentation skills for both technical and
non-technical audiences, including creating and presenting executive summaries
to management and technical committees.

Experience in user research and data analysis.

Experience working closely with Security and Compliance on
programs (for example, FedRAMP, SOC2, GDPR) to ensure best practices.

Description of Tasks and Responsibilities

Gather business requirements, conduct interviews with
relevant offices and stakeholders.

Lead a cross-functional team to design, develop and deliver
project milestones.

Create and manage project charter, plans, and task plans to
ensure alignment of and signoff from stakeholders.

Provide leadership, direction, training and work review;
organize and assign work, set priorities, and follow up to ensure coordination
and completion of assigned work to project team members.

Facilitate issue resolution and escalate issues that cannot
be resolved in the team.

Communicate with contracted vendors, trial court personnel,
justice partners, and management regarding deployment strategies, identified
issues, and possible resolutions.

Communicate project activities, performance and status.

Facilitate issue resolution and escalate issues that cannot

Complete monthly status reports.
