JOB TITLE: Senior Business Analyst LOCATION: Montgomery, Alabama - ONSITE (NEED LOCAL CANDIDATE) Contract Duration: 12+ months Position Overview: The Alabama Medicaid Agency (AMA) is seeking an experienced Senior Business Analyst (SBA) to support the Alabama Medicaid Management Information System (AMMIS) operations. This role will involve reviewing and understanding contracts, business functions, and requirements for multiple contractors. The SBA will be a key part of the team supporting the transition towards an interoperable, modular system based on a Service-Oriented Architecture (SOA). Although not directly part of the transition project, the responsibilities of this role will evolve with the ongoing changes. Key Responsibilities: Project Management: Strong understanding of project management frameworks and software development life cycle. Handle competing priorities in a dynamic environment. Conduct business process analysis and contribute to developing effective solutions. Demonstrated experience managing across functions to accomplish large-scale goals. Stakeholder Engagement & Communication: Act as the primary liaison between Agency business users, contractors, Fiscal Agent, and technical teams. Schedule meetings, create meeting minutes, and distribute reports. Provide updates to various groups, including executives, managers, and subject matter experts. Operational Support and Oversight: Monitor and track contract deliverables, system changes, and active development. Ensure that business requirements are met and defects, risks, and issues are proactively identified and resolved. Design and Development: Oversee testing activities, reconcile results, and ensure releases are aligned with planned releases. Facilitate the review of deliverables and ensure alignment with project goals. Change Management: Collaborate with stakeholders on system changes, ensuring mutual understanding between business and technical teams. Federal Reporting and Compliance: Manage and track Corrective Action Plans for compliance reporting to federal entities. Support CMS reporting documents and reports. Policy and Procedures: Develop and document policies, processes, and procedures that support operations. Maintain detailed records of project assets and reports. Required Skills: 7+ years of experience as a Senior Business Analyst, with at least 3 years focused on requirements development and management. 5+ years of experience in Medicaid Management Information Systems (MMIS) or domain knowledge of Medicare/Medicaid or with a major healthcare payer. 2+ years of experience with contract monitoring or Request for Proposal (RFP) development. Strong understanding of Federal standards and regulations such as MITA, CMS Seven Conditions and Standards, and the 21st Century Cures Act. Advanced proficiency in using SharePoint, Office 365, and video conferencing tools (Webex/Teams). Preferred Skills: 10+ years of experience as a Senior Business Analyst. Experience working with federal or state agencies. 3+ years of experience as a technical writer. Expert-level knowledge of Microsoft Office products, especially SharePoint. Education: Bachelor's degree in Business Administration, Computer Science, Information Systems, or a related field (or equivalent work experience).
