Job Overview: The Texas Health and Human Services Commission is seeking an experienced PeopleSoft HCM Business Analyst to join a dedicated CAPPS HCM upgrade project team. The successful candidate will be responsible for analyzing business objectives, identifying solutions, performing cost/benefit analyses, and gathering user requirements to improve or automate business processes using the PeopleSoft system. This role requires hands-on experience with PeopleSoft Payroll or Time & Labor, particularly in a state agency or CAPPS system environment. Key Responsibilities: Understand and analyze business objectives and issues, identifying alternative solutions to improve existing computer systems or automate processes. Perform in-depth studies, cost/benefit analyses, and document functional and technical requirements. Meet with subject matter experts (SMEs) to review and document system requirements, operational procedures, data input/output needs, and reporting formats. Prepare detailed descriptions of user needs, program functions, and steps necessary for developing or modifying programs. Collaborate with the project team to evaluate current systems capabilities and determine if system modifications or new programs can be implemented within the existing infrastructure. Document complex system requirements, test scenarios, test scripts, and training materials. Perform hands-on testing, including system integration and external interface testing across multiple test cycles. Conduct formal work sessions and present functional analysis findings to key stakeholders and SMEs. Work effectively with a diverse team using collaboration tools in a remote work environment. Estimate tasks, set deadlines, and provide regular updates to ensure timely completion of project milestones. Candidate Skills and Qualifications: Minimum Requirements: 8 years of experience as a Business Analyst working on PeopleSoft HCM implementation or upgrade projects. 8 years of experience with PeopleSoft HCM 9.2 Payroll or Time & Labor. 8 years of experience identifying requirements and creating formal functional documents for key business stakeholders and SMEs. 8 years of experience conducting formal work sessions and delivering functional analysis presentations. 8 years of hands-on experience in performing end-to-end system integration and external interface testing. 8 years of experience working with Microsoft O365 applications (Word, Excel, PowerPoint, Teams, Visio). Preferred Qualifications: 4 years of experience working with public sector organizations (Federal, State, or Local Government). 2 years of experience working with the Comptroller of Public Accounts (CPA) CAPPS Financials. 2 years of experience with PeopleSoft HCM 9.2 Payroll or Time & Labor. 2 years of experience with PeopleSoft Approval Workflow Engine (AWE). 2 years of experience with SharePoint. 1 year of experience using Jira. 1 year of experience working with the Scrum framework.
