Role: Sr. Business Analyst with CBAP Location: Albany, New York Duration: 30 Months Job ID: SLG - 19 - 10084 Description Outpatient scheduler (OPS) is a web-based scheduling program used at OMH clinics to schedule, track and organize outpatient appointments. Inpatient scheduling is a component to the existing Outpatient scheduler application.There is also an initiative to provide a texting solution for external users/clients who access the Outpatient scheduler (OPS) application. The Aid to Localities Fiscal System (ALFS) is a web-based OMH application Office of Mental Health's Bureau of Community Budget and Financial Management to develop a budget, allocate funds, disburse payments and ensure that funds are expended in compliance with existing laws, regulations and guidelines. Duties Works closely with the project manager, technical team members and other project stakeholders to provide guidance throughout the System Development Life Cycle (SDLC). Works closely with Business Systems Analyst and the project team to identify and scope the stated business problem, provides guidance, and recommends/executes best approach to problem. Works as a liaison to stakeholders, software users and subject matter experts to elicit, analyze, communicate, validate, and verify the requirements for complex changes to current business processes, policies, and information systems and for the development of new business processes, policies, and information systems. Conveys the demands of the software users to the developers and ensures understanding of requirements by producing clearly articulated artifacts. Prepares the necessary artifacts. Creates as-is and to-be business process flows to ensure that the implemented business process and supporting software meets agency needs. Conducts requirements workshops and JAD sessions with agency subject matter experts as one of the many techniques to be used to elicit requirements. Creates context diagrams, business requirements document (BRD), system as-is and to be states, system specifications, use cases and workflow diagrams, report and screen mockups, swim lane diagrams, and prototypes. Ensures that artifacts required by ITS governance process and Secure Software Development Lifecycle (SSDLC) are created and support the project scope. Manages requirements through the life of the contract using a requirements management plan and traceability matrix to ensure coverage between the source of each requirement and the test case(s) that are used to test validate the requirements. Creates and executes test scripts, scenarios, and test plans to validate initial business requirements and report output through the DEV, QA and PROD migrations testing for accuracy and sign off on deliverables. Assists in providing training and end user support to OMH staff Mandatory Requirements Experience (12+ Years) Studies the software application domain, prepares software requirements, and specification documents. Liaises between the software users and the software developers. Conveys the demands of software users to the developers. Skills include working knowledge of software technology; computer programming experience/expertise; general business knowledge; problem solving/reduction skills; interpersonal relation skills; flexibility and adaptability. Requirements This is an 100% Onsite 84 months experience eliciting and analyzing the stakeholders business needs using a variety of analysis techniques and converting those into verified and validated functional and non-functional requirements for development. 84 months experience in creating and maintaining software development artifacts for communication of requirements, specifically business requirement documentation which may include flow diagrams (context diagrams, textual use cases, swim lane diagrams), report specifications, wireframes, user interface specifications, and non-functional requirements specifications. 84 months experience facilitating requirement workshops, JAD sessions and structured walkthroughs, ensuring requirements are understood, conveyed and met. 72 months experience managing requirements throughout the requirements management lifecycle, including creation and execution of a requirements management plan, and requirements traceability matrix.
