OBJECTIVES OF ENGAGEMENT The primary objective of this engagement is for the selected candidate to serve as the Technical Writer 2 for the EDW, supporting the analysis and reporting needs of the DOH and DDAP, the existing EDW, as well as the design and construction of the new EDW in Azure. The Technical Writer 2 is an advanced level resource with specialized knowledge and experience in requirements analysis and documentation and coordinating communications and project tasks, while acting as liaison between customer program areas and the EDW team. This position develops and maintains user, business requirements, technical documentation and project process documentation in support of the EDW production systems and projects. This position understands the users view and technical concepts of applications and provides expertise structuring procedures in a logical sequence. This position will work with public health professionals, business analysts, application developers, database, and system administrators to achieve project objectives - including delivery dates, cost objectives, quality objectives, and program area customer satisfaction objectives. There are several exciting projects underway, including moving the data warehouse into Azure, the Department of Healths Data Modernization Initiative, and the Reporting Hub. OPERATIONAL REQUIREMENTS The selected candidate must adhere to the following operational requirements: Complete weekly timesheet reporting in PeopleFluent/VectorVMS by COB Friday. Complete weekly project status updates in Daptiv when necessary. Provide weekly personal status reporting by COB Friday submitted on SharePoint. Publish and present design reports, maintain documentation on project SharePoint sites. CONTRACTOR SKILLS AND EXPERIENCE REQUIREMENTS REQUIRED SKILLS: Experience with eliciting, analyzing, specifying, and validating the business needs of stakeholder business units Experience conducting interviews to gather customer requirements via workshops, questionnaires, workflow storyboards, use cases, scenarios, and other methods Develops, enhances, and maintains user and technical documentation for multiple applications including documentation required for the EDW team. Ensures solutions meet Commonwealth standards, policies and procedures Experience translating customer requirements into functional and technical requirements in a clear manner that is comprehensible to both business stakeholders and the development team Experience with creating process models, specifications, diagrams, wireframes, and charts to provide direction to the development team Maintains documentation libraries, templates, quality standards. Makes recommendations to the team on improving documentation Organizes and prepares work effectively to facilitate proactive resolution of problems, rather than reactive.
