Scope of Work

Required consultant experience provided by Contractor, shall include:

Business Analyst experience in an IT environment (10 or more years)

Experience in FLAIR or other Financial Systems infrastructure (7 or more years)

Preferred Experience:

Knowledge of / Experience with implementation of PALM System

Proven ability to complete projects according to outlined scope, budget, and timeline

o Influences, motivates, and challenges others; adapts leadership styles to a variety of situations.

o Adapts behavior or work methods in response to new information, changing conditions, or unexpected obstacles

o Ability to collect and document system and business rules and procedures from a variety of sources

o Proficiency in data analysis tools and techniques

o Ability to create clear, concise, and comprehensive documentation, such as business requirements, use cases, and process flows

Excellent interpersonal and communication skills

o Ability to establish and maintain effective working relationships with others

o Ability to communicate technical information verbally and in writing

o Ability to manage and resolve conflicts or disagreements in a constructive manner to minimize negative impact

Experience / knowledge of a wide range of information technology

o Experience with Visio diagrams for process flow documentation

o Experience with Smartsheet

o Experience with Microsoft Office 365

Business Analyst Certification

o PMI Professional in Business Analysis (PMI-PBA): Project Management Institute (PMI)

o Certified Business Analysis Professional (CBAP): International Institute of Business Analysis (IIBA)

o Certification of Competency in Business Analysis (CCBA): IIBA

o Or other related skill certification

Required Duties and Responsibilities of Consultant shall include but are not limited to:

Business Analysis for the PALM Project - Remote work is not available for these three (3) positions.

Requirements Elicitation: Gather and document detailed business requirements through interviews, surveys, workshops, and other techniques. Work closely with stakeholders to understand their needs and goals.

Requirements Analysis: Analyze the gathered requirements to ensure they are clear, complete, and aligned with business objectives. Assess the impact of proposed changes and help prioritize them.

Documentation: Create clear and comprehensive documentation, including functional specifications, business process models, use cases, user stories, and other artifacts that describe the requirements and solutions.

Process Improvement: Identify opportunities for process improvements and optimizing existing business processes to enhance efficiency, reduce costs, and achieve better outcomes.

Stakeholder Communication: Facilitate effective communication between business stakeholders, technical teams, and other relevant parties. Ensure that all parties have a shared understanding of the requirements and objectives.

Solution Design: Collaborate with solution architects, developers, and other team members to design and define solutions that meet the identified business requirements.

Testing and Validation: Define test plans and test cases to validate that the developed solutions meet the specified requirements. Monitor and coordinate user acceptance testing (UAT) to ensure the solution aligns with user needs.

Change Management: Assist in managing the change process when implementing new systems or processes, which includes training, user adoption strategies, and documentation updates.

Project Management: Assist with project management responsibilities, including defining project scope, managing timelines, and ensuring that projects stay on track.

Compliance and Regulatory Analysis: Ensure that the business and its solutions comply with Florida and Federal rules and regulations.

Integration management: Facilitate cooperation and motivate team members to accomplish group goals

Communications: ensure appropriate documentation is created/updated throughout the project processes; provide knowledge transfer to technical and non-technical staff as needed

Follow all Department, ISP, and team defined standards and procedures

Performs other related duties, as required

Education/Certifications:

Bachelors Degree in Computer Science, Management Information Systems (MIS) or other technology related field.

Work Timeframes

The selected individuals will occupy a full time position, working up to 40 hours per week. Standard work times will be (or approximately) standard business hours (8a 5p Monday-Friday). Due to new hardware installations, upgrades and maintenance, weekend and/or after hours work may be required on an exception basis. We do not anticipate overtime, but if required, the pay would be the hourly rate, not time and a half.
