MUST HAVE: Provide a complete list of the day-to-day tasks to be performed by the Consultant: The Expert Software Developer will: The Expert Software Developer will work with the Expert Software Architect to ensure the data has sufficient data validation on input. The Expert Software Developer will perform coding, testing, debugging, implementing, and documenting highly complex programs, and developing complex test plans to verify logic programs; develop and maintain release management process including planning, tracking, communication and coordination of technical tasks associated with release. The Expert Software Developer will perform application development tasks including researching and documenting technical designs, programming solutions, writing, and executing unit test plans, researching, resolving, and testing defects, customer technical support, and close collaboration with other team members. The Expert Software Developer will review business requirements documentation with supervisors to ensure clarity in implementation of technical design; implement systems and program design to meet highly complex business needs and technical design document; create appropriate documentation in work assignments such as program code and technical documentation; assist the Software Architect in development time estimates and assigned tasks; codes, tests, debugs, implements, and documents highly complex programs, and developing complex test plans to verify logic programs; troubleshoots complex end user technical issues, identifying problems and leading solutions; implement release management process including technical steps to promote, test and release through the development environment, coordinating with infrastructure staff. List all the Position REQUESTED Qualifications: 90 months experience in overseeing development progress on medium to large-scale technical projects and assuring deliverables and project scope are met and well documented. 90 months experience in the design, implementation and deployment of Web Applications (Single Page front end applications, REST backends) 90 months experience in REST API design and implementation (API security, authentication, authorization) 60 months experience with relational and nosql database platforms 60 months experience with frameworks like SpringBoot. 48 months experience with developing cloud native and hybrid applications using serverless platforms. 60 months experience of application development with UI Frameworks like Angular This position requires at least a bachelor's degree in engineering, Computer Science, MIS or equivalent in a relevant technology field from an accredited institution. A copy of the degree must be submitted with the Candidate Response Form. Are there additional security requirements for the Authorized User: Yes If YES, include the additional security requirements: Authorized user may sign confidentiality forms. May be subject to fingerprinting. Will need State Driver or Non-Driver's identification card for issuance of building access. Confidentiality agreements and network access permission may be required in this position. Will additional training potentially be required during the Engagement: Yes If YES, provide description of anticipated training: Program staff will provide informal user training so that the Candidate can get an understanding of the application from an end user perspective. Mandatory training requirements will be required of consultants to inform of important policies and procedures that affect day-to-day operations and interactions to achieve an overall better workforce and environment. What type and/or manner, of knowledge transfer is requested during the Engagement: The consultant will prepare documentation and conduct formal/informal training sessions in order to effectively transfer knowledge in the areas needed for on-going support of applications and projects. For example, the knowledge transfer may include, but is not limited to: Prepare Word documents, process diagrams, and other documentation and work product to explain system functions, etc. Maintain and explain procedural documentation for administrative functions and testing procedures. In some cases, step-by-step instructions may be required. Expound on the documentation and expand and revise the documentation as requested to further enhance the documentation's usability and clarity. Train staff and other consultants such that staff and other consultants can effectively and efficiently provide support.
