Under this policy, all employees must be able to report to the Boston office with little or no notice, even including the same workday should an exigent circumstance arise. Therefore, a reasonable proximity to the office is necessary. Client does not reimburse for employees to travel to the office. In addition, the successful candidate may be required to work primarily on-site in Boston during the initial training and orientation period, and/or for certain positions, a primarily on-site role may be necessary. Position Summary: This posting is for one (1) contracted position: The Business Enterprise Systems Transformation (BEST) Conversion Data Architect. The Conversion Data Architect will be part of a team of System Integration (SI) staff and product vendor and Program staff that will design and implement tasks necessary to migrate data from legacy systems to the new cloud solution. The Data Architect will explain complex technical concepts to non-technical staff and will exhibit advanced visualization skills as well as creative problem-solving. This role works at a high level in all phases of data architecture; designs databases for recovery, high availability, performance, and maintenance; monitors the standards, procedures, integrity, and integration of data; defines the overall warehouse architecture and standards; analyzes data needs and requirements of existing and proposed systems and develops technical, structural and organizational designs and specifications; evaluates technology and products; develops work plans for assigned projects; serves as project lead for software products associated with data. Specific Duties: Confer with business stakeholders, the BEST Data and Information Lead, the BEST Technical Lead, and the system integrator (SI) for the BEST Program to formulate and define data conversion requirements, scope, and objectives. Work with the SI vendor to prepare detailed mapping specifications from which conversion software will be written or programmed. Test and debug new conversion software and tools, that operate in both legacy on-premises environment and cloud environment. Provide complete documentation for data conversion protocols and processes, including operational procedures and manuals as needed. Identify and implement data cleansing, data extraction, transformation and loading utilities, conversion verification, and certification protocols and tools in conjunction with the system integration vendor and product teams. Develop reports and testing procedures to ensure data integrity and provide automated reconciliation. Program, unit test, and system test conversion software. Map existing data to the new solution data structures. Extract and clean data from legacy systems with preferred experience with advanced techniques of data quality and data profiling through tools/platforms which may include AI/ML Coordinate and monitor data conversion tasks assigned to agencies, including the development of conversion user interfaces to facilitate the collection of any required additional information for the new system and working with agencies to collect this information. Assist/support BEST Technical Lead on Authority to Operate (ATO) requirements. Support Data Governance implementation needs, which will occur throughout the life of the project. Drive Data Quality initiatives during each stage of processing from legacy current environment to future state cloud-based solution. Identify installation solutions for new databases. Publish data design(s) and identify areas for improvement. Coordinate with project team members on milestones and deadlines. Perform auditing on database(es) to maintain quality. Required Skills: Minimum of three years of design and implementation/conversion experience in one or more of the following disciplines: large-scale data conversion/migration from one application to another, application development, application programming interfaces (APIs), or database management. Exposure to technical configurations, technologies, and processing environments in one or more projects of similar size and complexity to BEST. Demonstrated experience in implementing successful data conversion projects. Demonstrated experience in supporting highly regulated and sensitive data compliance standards. Knowledge of structured data, such as entities, classes, hierarchies, relationships, and metadata. Knowledge of database management system (DBMS) physical implementation, including tables, joins, and SQL querying. Ability to combine data from multiple sources when needed for analysis. Ability to quickly familiarize oneself with the use cases, business purposes, and quality of the data. Knowledge and experience with at least two types of data conversion tools. Knowledge and experience with data modeling. Knowledge and experience with data mapping, profiling, and cleansing. Demonstrated communication and interpersonal skills. Experience in building business solutions that integrate with Data Warehouses. Experience with large-scale data conversion support tools, such as Informatica. Preferred Qualifications: Experience with Software as a Service cloud implementations particularly those in which legacy applications have been migrated to cloud delivery options. Experience in the generation of data conversion/data migration materials, including but not limited to data flow diagrams, data models, sequence diagrams, and network and security diagrams. Minimum of three years experience with designing and developing data architecture. Minimum of three years of cloud computing experience. Experience in designing data solutions and implementing aspects of data governance programs such as data quality, master data management, and data cataloging. Possess superior analytical skills and be detail-oriented with the ability to communicate effectively as part of a larger team within the information technology department. Minimum Entrance Requirements: Bachelor's degree in computer science, system analysis, or a related study, or equivalent experience. Minimum of three years of design and implementation/conversion experience in one or more of the following disciplines: large-scale data conversion/migration from one application to another, application development, application programming interfaces (APIs), or database management. Minimum of three years of data conversion experience. Demonstrated experience in problem-solving within a complex operational environment.
