Additional funding can be added by the requesting agency by amendment to the scope of work. Contractors must not allow work to continue that will cost more than the allowed budget without an amendment first being approved. The position/project duration listed on the scope of work may be extended by the requesting agency by amendment to the scope of work for a time period up to a total of 5 years. Contractors must not allow any work to be done after the end date without an amendment first being approved. Scope of Work Contracted Developers - ARPA - DFA (CAPS/CAPS Contracts) The Department of Technology Services (DTS) and Department of Health and Human Services (DHHS), Division of Finance and Administration (DFA) are in the process of re-platforming their Contract Approval Payment System (CAPS) and optimizing it to run in AWS. Payments for DHHS providers are paid through CAPS. A full stack contracted developer with Java, React, REST and AWS experience is needed to assist with these efforts. The contractor will help with developing REST APIs. There is also an Admin App that is being rewritten in React. Other cloud modernization activities a contractor would assist with include adding security, including OAuth2 and logging. Tomcat will be used as the default web server. The Contracts Management System (CAPS Contracts), which is another DFA application that shares a database with CAPS also needs to be converted from SQL Server to Aurora PostgreSQL. The Scope of Work is to provide IT consulting services, on a fee for hourly services rendered, to rewrite CAPS and to optimize CAPS Contracts. Hourly rates are fully loaded (includes all costs to provide the IT consulting services). Positions may be remote within the United States. The Contracted Developer may work individually on CAPS or CAPS Contracts or both applications in tandem. Organizational Context The Division of Finance and Administration (DFA) oversees fiscal responsibility for all of DHHS and ensures payments to providers are timely and accurate. CAPS and CAPS Contracts are the primary IT systems that support users in this capacity. Both applications are Java based. Primary Duties: Architects, designs, configures, implements, diagnoses, repairs, upgrades, and optimizes applications that support the agencys clients, employees and overall mission. Anticipates the impact new or modified software and tools will have on existing systems. Participates in the design and implementation of systems that meet user needs. Monitors and evaluates operations, programs, processes and/or practices for quality and effectiveness; makes recommendations for improvement. Adapts automated system(s) to accommodate special agency needs; designs or enhances agency unique automated systems to interface with existing systems as needed; prepares systems for migration to the cloud. Identifies problems or potential problem areas and recommends solutions. Aids other development staff in trouble shooting and answering technical questions Other related duties may include State of Utah proprietary/3rd party vendor systems integration, inbound/outbound web services, technical support, technology consulting, data administration, application review services, and/or web application development.
